QOL VS National Civ Level

So i am getting a lot events that say "Worker Happiness diminishes with 5 point due to low zone QOL vs National Civ Level".

Now my zone in question QOL is 21 and if i look under the empire dashbord it says the my average Civ level is 7.25 So my QOL is higher than my Civ Level. So i am wondering what i am missing?

My 5 zones have an combined average Civ Score of 44.6. And according to the Dashbord roll over you have to take the square root of it and dimnish by 1. (root = 6.6) dimished gives 5.6? Less than stated 7.25? ????

So my suspect that its actually 44.6 which i have to shoot for. But there nothing that seem to show that number anywhere?

How many of your Cities are unincorporated?
Unincorprated are not subject to most Taxes (except Service Tax), not affected by Casualty Tresholds - and not counted for Civilisation score.

I never understood this mechanic fully myself, other then that "high QOL = Bad for keeping happiness and Militancy".
Maybe the Zone Report has some more detailed information how this works?

No unincorp cities. I think hi QOL is actually good because it pushes up your zone civ score to help get it above the national average which will avoid the heavy negative happyness penalties.

But the average is only high because you pushed QOL (and thus civilisation) high in other cities.

The more you invest into QOL now, the more you will have to invest into it later in all your future cities. That is the wierd part about QOL - the more you invest, the more you have to continue investing in the future.

Thanks for the input, ‘I’ve started spreadsheeting happiness and the confusion continues, so I’m not sure if I’m ready to make any assumptions.

So my national average Civ score is 47.8 (calculated my self)
My town Elko’s QOL is above this with

Zone QOL score of 54
Zone Civ Value of 45
And receives a roller over that states: -1 Worker happiness Diminished due to low QOL vs National Civ Lvl. (Also have +1 food + Remuneration). (Now obviously QOL not actually below the average but interesting my Zone Civ is compared to National)

So my thought was maybe its actually Zone Civ vs Average Civ Because I noticed the -2 drop to a negative -1 as my Civ Rose up.

I don't think so as as you can see I'm in theory getting +2 QoL worker happiness (but not in practice ?), even though my Zone Civ is much lower than average Civ.

So ive made a spreadsheet and typed it out in text here but unfortuanly i can't post because the forum things im trying to post phone numbers or links.[&:][:o]

But it seems that as the zone Civ score increased beyond the national Civ average the worker diminishment is removed and a worker happiness bonus is added. A Zone Civ lvl of 95% of the national Avg gave me a -2 and a Zone Civ of 110% gave me a +1


But my city next door is not playing by those same rules becuase while its Civ score (67) is higher than the NAT average (49) its zone QOL (54) is lower than its Zone Civ level (67) giving me a total -1 bonus to worker happiness on the roll over.

My feeling is that the roll over text is rather wrong and missleading.

Perhaps A city must have Zone Civ >= the National Civ average & Must have Zone QOL higher >= than Zone CIV to not suffer diminishment.
What seems clear is the Zone Civ vs Nation Civ is an important metric. And that is not reflected in the roll over text.



The roll over should read Worker Happiness diminishes with x point due to low zone QOL vs Zone Civ Level
or
Happiness diminishes with x point due to low Zone Civ LvL vs National Civ Level.

Thoughts?

Yes, as I already have told you.

You mean, not only having -QoL, but even getting a +QoL ? If so, then as you can see, both are lower in my case, but I still get a +QoL.

What is your average zone civ in your example How many cities do you have? Fee free to post your save if you wanti would be interested to see.

So I had a look at your examples in respect to worker happiness. Your Capital Zone is getting high bonuses because the Zone Civ is above National Civ and you Unincorp Zone is getting diminished because its Zone Civ is lower than the National Civ. Which is consistent with what I’m saying.
Having high QOL will only partialy off set low Zon civ vs Nat Civ. The roll over is missleading everyone as you said
