Allow Emergency Food

Why would you not allow emergency food for a zone? I always have it checked for every zone and I'm struggling to think of a reason why you would turn it off. Emergency food doesn't use logistics so that's out. Thoughts?

I totally agree that Emergency Food should be on by default.

I guess I could see a fringe case:
In theory you might not have enough food production (often due to water issues). "Wasting" that little precious food on your population, might kill Soldiers and loose you their equipment. So there is at least a argument for sometimes having it off.

But again, I can not see a reason why it is off by default.

To do not have to pay for the food for everybody? Producing food costs a ton of worker points.
