Does the weight of Artillery and Anti Tank Gun affect movement range?

I'm pretty sure it doesn't but don't wanna find out the hard way. Oh and do electric engines have more horsepower than diesel engines? Thanks for the help dudes.

It does not. Unless they are mounted on a tank, their weight is totally irrelevant.

No.

Not really, except when it does. See this thread:A few suggestions: Light Infantry, Artillery, and Caliber Rebalancing

In short, only when being motorised transported, and due to the implied higher ammunition usage of heavier guns; but not otherwise for simple artillery units.
