Shadow empire - poor man's war

So I got beaten again and while laser tanks were rolling through my infantry which didn’t even have bazookas, I was thinking what could I do to make it harder for my opponent. Logistics ! I feel logistics is king in this game. Offensives progress and stop according to flow of supplies.

I also think there should be some fun in losing. Quick progress should come with a price for the enemy. There comes logistics. Enemy has to build railheads, truck stations and supply depots. Maybe rebuild roads (I sometimes destroy before retreating). Also captured cities have to be rebuilt. But could it be more?

So my ideas:

Sabotage by a spy stratagem
Targets enemy zone. Difficulty depends on the number of spies. Gives choice of assets to be sabotaged. If successful, it gives a random number of damage.

Partisan sabotage stratagem
Similar to above but difficulty depends on population's loyalty so zones that were just conquered would have a high chance of successful partisan attacks.

Partisan rail line attack stratagem
Difficulty as above. If successful, it uses up a substantial number of logistic points in random hex in the targeted zone (which would simulate blowing up a part of the rail line).

And Now for Something Completely Different:

Stealth bomber unit
SAM launchers are just massacring airplanes now. Maybe a new air unit type that is costly but more able to evade anti-air missiles would be some remedy. From my experience once an enemy starts fielding SAMs the skies become empty…

In the latest beta patches, SAMs only fire once per combat. Previously, they could certainly make air operations into their range prohibitively expensive.
