Interior Council Too Good

I have a really good interior councilor. He often gets the critical success roll. However, when using cards such as the gift cards, the moral does not improve at all when he succeeds.

If the Interior Council succeeds in his roll, I think its the Leadership skill for 'Bonus' and 'Official Gift' stratagems, then the moral of the targeted Leader should improve. As long as the target has at least some Egoism. If their Egoism stat is '0', moral will not increase.
If Egoism is very low, and you also roll very low, it also may be possible then for Moral not to increase.

So take a look at your leader's Egoism.

The game also recently introduced a scale where high Egoism will also reduce the effect, so 100 Egoism might be the same as 0 Egoism these days? The changelog makes it sound like not quite, though. Changelist 1.26k(#217):
  • Salary impact on Natural Relation Point is now optimal at Leader Egoism=50 and slacks of going towards 0 or 100. In the first case because the leader is altruistic and doesnt value rewards very high, in the other case because it wants more and more credits as egoism creeps higher. (note that the stratagem gifts do work well on high egoism because the public ceremonial nature (PP expenditure) of these gifts does scratch their itch) *
Edit: Right, it's talking about the effect of salary, not Interior Council stratagems – so probably not relevant at all to this.
