New zones with multiple SHQs

When you create or capture a new zone and you have multiple SHQ, the zone defaults to the latest SHQ created (in my case 3rd).

It would be good if it defaulted to closest SHQ.

I know this isn't a huge issue, and easy enough to change in the zone menu if you notice, but in my first colossus size game, this was a regular annoyance.
