Make it easier to deal with strategems by standardizing information layout

Right now it is very hard to figure out what a stratagem card actually does. The ones earned by regime feats only provide a tooltip with a vague description of what they do on the MNG->PROF tab when you hover over them. Why shouldn't this tooltip show the same amount of information that you get on the MAP->STRAT tab?

Another suggestion is to make this tooltip information more standardized by breaking it down into a more readable format instead of the hodgepodge of information it is now. The problem is that the EFFECTS section doesn't only show effects. It also repeats the director used (which is already stated at the top), shows difficulty of roll and skill used. Sometimes skill used isn't even included at all, an example being Retirement cards. If the case with these cards is that they are not affected by a skill it would be helpful to mention that by explicitly stating no skill is used rather than just omitting skill information altogether. Some cards don't even show much more tooltip information than the Description written on the card itself. Shadow Diplomat and Shadow Spy, for example, provides in the EFFECTS section the same information as the Description just worded in a different way. This could be made more understandable by standardizing the tooltips into sections of "DIRECTOR AND SKILL USED", "REQUIREMENTS", "DIFFICULTY", "EFFECTS", and "DESCRIPTION".

The Stratagem Encyclopedia should also show the same information. As it is now you actually get less information in the encyclopedia tooltips than you do the Stratagems tab tooltips.

Providing the same tooltips in MNG->PROF, MAP->STRAT, and the Stratagem Encyclopedia broken down into this more standardized format would reduce the friction of understanding and make dealing with cards so much more manageable.
