Left and Right UI bars at game start

Minor QOL improvement. When I load a game save the first thing I do is open the left and right bars because they start closed. I think it would be better if they started open on the SHQ Inventory Bar and the Orders Bar respectively.

Or... open up the user interface with all the same settings and layout it was previously closed with.

I will play devil's advocate and say that I actually like this because it subtly punishes save-scumming lol.

When someone reloads a save dozens of times in order to re-roll a decision, event, or battle until they get the desired result. Can take the fun out of the game.

Oh...

I thought the game discouraged save-scumming by counting reloads and if it got suspiciously high informed the other players there may be cheating. I remember seeing that a long time ago in Shadow Empire - does it still do that?
