Do Bulgarian units count as Warsaw garrisons?

I am playing as Central Powers and have just accepted the Treaty of Brest Litovsk. Will Bulgarian detachments help meet the 6 or 12 unit requirement for Warsaw garrisons.

They have to be German units to count.
