deleting units

Sometimes I can delete units in the game, sometimes not.
Does anyone know what is need for deleting units?

In my actual game (triple alliance) I was able to delete some Russian garrisons, but I can’t delete Belian Infantry.
The troops are at full size (10) have good supply (10), are located in Belgium and no enemy are near by.

I made some tests and I think I found the problem:
I can't dispand any troops of a minor country.
(I can dispend infantry of major counties (UK, Russia...).)

Is it possible to change this somehow?

No, this is intentional, to prevent players from gamily deleting units belonging to a Minor country that is about to be conquered.
