Set Convoy Mode to Raider Question

Is there a penalty to Set Convoy Mode to Raider? Why would I just not leave ships as Raiders always? Do they suffer movement penalties, combat penalties, morale penalties when being set to Raiders?

Could not find anything in the manual or forums.

Ships raiding loose one point of supply (but gain a bit of xp) and the enemy is notified of your presence, albeit with one round delay. So there are situations where you want your ships not to raid.
Raiding with planes however seems to have no discernible downside afaik. Just seems to turn enemy money into xp for your unit with zero cost or risk.
