It used to be enough action points. As of the last update (1.15.00) the cost to enter one full naval zone of control was bumped up to +6. So, with 14 AP expended just to get in position close to the DN you don't have the 7 AP remaining needed to enter the naval ZOC like the sub in the picture below.
