According to the strategy guide:

"Once both Indochina and Hong Kong are in Axis hands, there is a 50% chance per turn of Thai-
land joining the Axis."

In several games now I have fulfilled those conditions for literal years without them joining. I even tried putting units in Hanoi and Hong Kong just to be sure.
Is the above info from the strategy guide outdated / incomplete or did I run into some sort of bug?

I've previously had games where Thailand joined the Axis but I typically just invade it now. Keeps things simpler.

So it might be recent bug or you've been consistently unlucky.

There are two War Entry scripts, pasted below for reference.

Indochina has to either have surrendered to the Axis, or have joined the Axis. Hong Kong has to be Allied and surrendered, and Japan has to be Axis and not surrendered.

That's pretty much it but the 50% chance per turn does not guarantee it happening - although the chances after 'umpteen turns of it not happening if the other conditions are met are negligible.

I've always had Thailand join Japan also...after Indochina and then taking Hong Kong as soon as Japan enters the war against the US and Britain.

Very odd. In my current game it's late summer 43, so I've been waiting ~20 turns for one night in Bangkok to make the world my oyster...
There's a 0.000095 % chance for that, but still. It is however not important to the result of the game, just kind of vexing.

I set my games to historical joining to avoid this issue.

if you dont declare war on thailand the day of Pearl Harbour but you have an amphibious for next day, thailand will join Japan (not axis)

Thailand wants tojoin japan and gives two or 3 units the day after PH, thats the reason why there is a message when japan declares war to thailand, thailand wants to join japan but not with a declaration of war. (not sure if i expalin well,, The AI wants to join thailand on japan but on peace. (the day after PH)

The only reason I posted a link to 'One Night in Bangkok' is because Bavre slyly inserted this into in one of his comments above: copy> 'so I've been waiting ~20 turns for one night in Bangkok to make the world my oyster...<end copy.
Welp since I made my bones in the 80's including Thailand and recognized the lyrics to this 'New Wave' song 'One Night in Bangkok', I posted out of good humor and a nod to Bavre and his joke.
Also, this song has references to chess and games in general..including mates and rage quitting.
