What does the Weather toggle "Include Frozen Waterways" do, exactly?

Does this affect rivers only, partial water spaces (less than 50% water), full water spaces, or what?

It is just a way to have 'Temperate' weather zones show ice (with the full effects of ice) on coastal or Land + Sea hexes when the weather is 'Frozen', e.g. typically during Winter etc.

Previously Temperate weather zones could not do this, but if you tick off that box, then you can add that if desired, e.g. to let's say have a frozen and unusable port during Winter in a Temperate zone if that was needed and so on.

For the Civil War release this also enabled us to have frozen inland waterways which was critical for the game design there.

That is what I thought. Rivers freeze up as they always have?
