Albania was effectively annexed in 1939.

However, Albania is treated as an occupied country, rather than annexed, despite the following:
* Economies were merged in April 1939;
* Foreign ministries were merged in June 1939;
* The world considered Albania annexed - "Italy’s successful invasion of Albania in 1939 emboldened dictator Benito Mussolini and brought about an annexation of Albania that lasted for four years";
Is even further weird that the 1940+ scenarios treated Poland as annexed by Germany (which it wasn't), but continue to treat Albania as a surrendered and an occupied country
What this means, in-game, is that the supply situation in Albania is artificially gimped (even worse than historical), despite being a couple hexes away from level 10 supply sources, as well as making the following utterly futile and a waste of 100 MPPs.
