Can you confirm you accepted that particular event as it looks like the DE requires Norway to be leaning Allied, yet when I look at the default start of the campaign (for the community pack version I have on my end) Norway is set to Neutral. Once I set Norway to lean towards the Allies at 1% Allied, both events then fire as expected on the expected dates.

I now have seen the problem, i have actually made 2 decision events for this, DE830 if norway is allies and 831 if norway is neutral but 831 has no unit scripts connected....
