When does Romania joins Axis if Hungary already Axis before DE611?

If Hungary joins the Axis vis diplo before DE611 fires, when does Romania joins the Axis (assuming no diplo on Romania)?

Is it 1940/11/23 oe 1940/08/30?

I'm assuming DE611 doesn't fire if Hungary is already Axis, or does it? If it doesn't fire, then Romania doesn't lose territory to Hungary, so does it them activate on the earlier date?
