Game Fails to Launch in New Computer

I had an ASUS computer and upgraded to another ASUS that is for gaming called Asus: Republic of Gamers. The computer plays the more graphic intense games but for some reason it can't launch this series. My computer uses a GeForce GTX 1650 Series and is running Windows 11 using an AMD Ryzen 5000 series.
I have the games on Steam and it launches to another launch window which from there I launch the game and it just fizzles out and then I can try to launch again from Steam.

I went to nVidia and updated the drivers to 576.40.

My old laptop launches the games fine but I'm handing this machine off to my wife's family soon.

Will take any advice. Thank you.

Running these versions:
Strategic Command WWII: War in Europe v1.30.00.01
Strategic Command WWII: World at War v1.20.00
