SOE:A number of neutal country fleets understrength

As further researching the naval ship deployments at the onset of ww2 (1939), I am finding more navies (especially neutral country navies) that are understrength or not represented at all.

For example:

Yugoslavia Fleet strength:

Cruiser Dalmacija (1902)

3 Destroyers class Beograd (1937)
2 submarines class Osvetnik (1928)
2 submarines class Hrabi (1927)

I would think that would, at the least, equate to 1 Motor-Torpedo Boat unit. However, in SOE they have no navy at all.

Greek Helenic Navy

On paper, the fleet consisted of 2 battleships, 1 armoured cruiser, 14 destroyers, and six submarines. In reality four of the oldest “destroyers” could have been re-classed as torpedo boats. The Helli (former protected cruiser, US-built, 1910) had been sunk indeed before the war on 15.8.1940.

-2 MTBs (Thornycroft CMB 1929 type, T1 class).
-4 Minelayers (auxiliary ships 1906-1926): Tenedos, Korgialenos, Paralos, Pleias.

In SOE, Greece only has 1 5-str Heavy Cruiser. Seems Greece should also have a Destroyer and MTB unit as well.

Spanish Armada
-Heavy Cruiser Canarias (1936)

-Mendez Nunez (taken in hand in 1944 for reconstruction)
-Three Alsedo class destroyers (1922)
-Thirteen Churucca class destroyers (1926-33)

Spain is an unusual case, being too top-heavy, with SOE deploying a full strength CA and CL for their navy. But Spain is completely devoid of any ASW assets such as Destroyers or MTBs, which probably should have at least 1 of each.

Sweden
- Total 1939: 2 cruisers, 20 destroyers, 34 TBs, 16 Subs., and 26 misc. ships.
- Total construction WW2: 2 cruisers, 10 destroyers, 10 subs., 38 misc. ships.

SOE deployment of 1 DD, 2 CAs and 1 CL. In my estimation, SOE was close, but it is missing a sub and MTB.

Turkey
- Total 1939: 1 Battleships, 2 Cruisers, 4 Destroyers, 8 Subs, 15 Misc. ships.

SOE deployment of 1 5-Str BC, but feel an additional MTB would be appropriate.
