Supply in UK for Axis after Sealion - Bug?

Hi there. I have a question - and a possible bug-report (?):

If the Axis has invaded the UK, the supply in normal towns and cities (i.e. no primary/secondary supply, industrial center) doesn't go higher than 3, even though these places are connected to primary/secondary supplies (e. g. London). This makes progress very difficult, especially in the mountainous narrow center of the isle. Even a successful Sealion is in my eyes - other than psychologically (instant resign of the opponent) - not worth the investment. If the opponent fights on, this lack of supply slows down Axis advance on the isle even further. And time is everything with the mobilization of the USSR.
So: Is this intentional (maybe to simulate stiff resistance in the UK)? In the ruleset of the game I don't understand it. I thought it might be, because there's no connection to the capital, but then, when the Allies invade France, as soon as towns and cities are connected to a secondary supply, supply can raise up to 5 - as it should, as far as I understand.

Supply via ports is crucial, as they can be at strength 5, and with a HQ sitting in a hex adjacent to a port, their supply distributions levels can rise to 8.

This means that control of the seas around Britain remain vital, even if a land invasion achieves some successes, as if the Allies have naval superiority then they can make the Axis situation in Britain rather difficult. Or requiring Axis air units to remain in the west to deal with this situation, when perhaps they might be more useful on the Eastern Front.

I understand that. But to clarify: Is it the case, that the rules for supply on the island are different to the ones on the continent?

Supply is low because the Axis controlled towns can't trace back to a capital or primary supply point.

Same thing occurs to the Allies in Italy and France until they can secure such.

That is not correct. A secondary supply is sufficient. Without a secondary supply max supply for a town is 3, but with the connection it's 5.
When the Allies can connect to a secondary supply in France (Brest, Cherbourg, Calais) after D-Day, supply goes up to 5. There is definitely no connection to a capital or a primary supply.
Axis in GB: Not the case. Even with a connection to Bristol or London supply in towns remains 3. (And I'm not sure right now, but London could (and/or maybe should) even be a primary supply).
