Where is the manual for scenario creation?

Where is the manual for scenario creation?

I like to make my own scenarios in most games I buy. But so far, I havent got much of a clue here. What are the mechanics of scenario creation? I've read what little is in the manual and its not much help. There are no tutorials that I can see. This forum doesnt seem to hold much info either. I cant even seem to set my combatant capitals. Any suggestions for a newbie?

I didn't feel that I had anything constructive to say. I am also a rookie at this. I poke around and figure stuff out. If I get stumped for a couple days or longer, I ask here. [:)]

Sorry, was feeling cranky that day. It didn't help that I found the manual right there under "Help" on the toolbar. Glad some good natured guys responded after all.
