I gave it a go and stumbled upon something: When "Command and Control" reaches level 3 or beyond, all HQs seem to stop providing any supply, more precisely, they have the supply level of the location they are in but spread out a supply of 0 as if they did not exist, so the units around them remain on the level other sources of supply (cities, ports etc.) do provide.

Given you seem to have adjusted reseach a lot (in interesting and creative ways I might add) and the same issue does not occur, when i modify a vanilla campaign to allow CAC of more than 2, can you check on this?

I could easily reproduce by modifying the starting CAC level to 3 and starting a new game.

P.S.: A bit tricky to grasp the exact mechanics of your campaign (more of an adventure for me) but definitely interesting.

That interesting in play testing I did not see this, but I was not looking. I normally grow my CaC to level 3 for the German player so an Army Group can have 9 units under command. USA player goes to 5 giving the Hqs 11 units, this makes an USA Army Group nearly indestructible.
This game is a board game on the Tactics II, Blitzkrieg and Third Reich bases, only in computer form.
I do not see were CaC research has any supplies issues.
So, what should I be looking for?

This is how supply does look like (correctly) if an HQ is placed in a town with 5 supply, where the HQ increases supply in the area (CAC Level 2):

The issue also can be idenfied looking at the HQs themselves (the number in brackets should read 8 respectively 10 but not 0):

Let me know if you need further details.

P.S.: I noticed that you changed one level of CAC to provide two additonal rating points instead of one (so maximum would be 10 + 2 * 2 = 14 on level 2 where level 3 does provide a maximum of 10 + 2 * 3 = 16). So the issue could be that the base game can only handle a maximum rating of 15 (10 + 5 * 1) and anything beyond screws up the HQ supply calculation mechanics.

Thanks, I think I spotted that, and I thought it was the road situation.
Guess I have to fix this, plus place the notice in the bug selection here.
Friday I will place a new upgrade for down with the fix.
This game has brought out other system limitation.
This game is pushing the system limits.

For all who thinking of playing my game and those who played. Please understand this is a non-historical board game.
I try to remove most refers to the WWII, but still keep this game a high-level matrix player challenging game.
This game is one player needs to take all the capitals to win.
The other player needs to stop losing capitals, regain lost capitals and take the attacker capital that it.
No WWII simulation in this game just the map.
Developed the game for high level thinkers, who are bored and need grey matter stimulation.
With no historical reference this is original thinking where history has no use.
Most AI games have gremlins' and I stop playing the game and play the gremlins.
Being high functional Mensa Autistic person gremlins drive me crazy.
To be honest if Time of Fury had an editor, I think I could made a real mean campaign.
