Why the mountains tile and forests tile are incompatibles?

The sequel of the legendary wargame with a complete graphics and interface overhaul, major new gameplay and design features such as full naval combat modelling, improved supply handling, numerous increases to scenario parameters to better support large scenarios, and integrated PBEM++.

Why the mountains tile and forests tile are incompatibles?

If you made a map with hills tiles and forest tiles in the same hex, all is OK.
But, if you made a map with mountains tiles, when you put a forest tile in the same hex,the mountain tile is erased automatically, Why?

As you can see in the following map, the major mountain systems (Carpathians, Balkans, Alps, Pyrenees, Apennines, Urals ...) are covered by forests.

I think Norm decided that adding anything to mountain terrain would only be cosmetic and add nothing to the game.

LOL, ask any woman, cosmetics mean a lot, same in a war game.
