what's the meaning of the gray blocks below "time expended"

The sequel of the legendary wargame with a complete graphics and interface overhaul, major new gameplay and design features such as full naval combat modelling, improved supply handling, numerous increases to scenario parameters to better support large scenarios, and integrated PBEM++.

what's the meaning of the gray blocks below "time expended"

can anyone help explain the meaning of the gray blocks below "time expended"?
I have feeling it has something to do with the timestamp that has already been expended by other combat plan, but...
but why in other combat plans in the same round, sometimes "time expended" show 2 gray blocks plus 1 golden block, and sometimes "time expended" shows all 3 gray blocks?
is there any particular meaning behind it?

I believe it's bug. I attach it to the post for designer of the game, which is a great game, to improve in next release.
