Issue with Command & Control Advanced Game Option

In my scenario, I set the Command & Control game option to the off setting in the Set Advanced Game Options control feature.

I am now playing a solo test of the scenario and on the very first turn, a formation is Reorganizing. As a result, it cannot move.

Is there another setting that I need to be looking at?

I believe that I am using the most up-to-date version (4.1.0.40).

Mark,

I would have to review the C&C option you mentioned, but IIRC, formation proficiency plays a role in the frequency of reorganization.

You may find this useful.
9.1.10.3. Formation Quality
Formation Quality is the average of the Formation’s Proficiency and average assigned unit Quality.
Formation Quality is reduced if many units are divided. The Formation passes the Quality Check if this
value is greater than a random number from 1 to 100, or if the number of units that experienced severe
combat results in the previous Turn is smaller than a random number from 1 to the number of units in
the Formation. This means that Formations are subject to Reorganization on Turns following heavy
combat.

9.1.10.4. Formation Proficiency
Formation Proficiency is reduced by 50% if any assigned Headquarters unit is eliminated, or if all
assigned Command Groups in the Headquarters have been eliminated. You should attempt to protect
your Headquarters units to avoid this drop in Proficiency.

However, my issue involves the game parameters settings in the Set Advanced Game Options, which according to my interpretations of the rules on page 10, indicates that setting the Command & Control to the OFF setting will "cause your Formations and units to never 'reorganize.' They will always be available for Move and Attack orders."

In my test scenario, the game starts indicating the designer's setting with this option turned off. Yet, on the very first turn one of the formations was "reorganizing."

A negative shock maybe? 75 make a 25 percent to go to reorganization (Europa 47 winter turns for both side). That is drastic but...

One of the gentlemen playing my scenario and who had confirmed to me with a screen shot that he was playing with C&C turned off, just posted that a formation was out of command & control.

Could this be verified and corrected?

He says C&C is turned ON.

There's been some issue reported with that. I would suggest you instruct testers to manually set the rules.
