Possible bug: failure to advance

In the situation shown in the image below, the Russian squads are not allowed to advance in 5,9 and engage the German Engineers in CC.

After selecting a Russian squad, the six surrounding hexes become highlighted in red but when I try advancing in 5,9 nothing happens (advance in the other 5 hexes takes place as intended). The squad becomes deselected and cannot be selected again unless another unit in a different hex is selected first.

Is this a bug or am I missing something about advancing in Fortified Buildings? The squad didn't move, though it fired in the Fire Segment. Does firing prevent advance in a F.B.L.?

You can not enter a Fortified Building Location if there is an Enemy Unit in the Location that is not Broken or Pinned.

Thanks Paullus, my memory is not what it used to be when I was younger and spent whole nights playing ASL [:D]

By the way, not having to check for such details is one of the strongest reasons I love ToTH [;)].

The issue continued on a later turn, when only a pinned Engineer remained in the hex.

None of the units in 4,9 / 5,10 / 6,10 was able to enter 5,9. [&:]

In TotH It's not a bug, a personnel unit may only enter Fortified Building location the occupant(s) is/are broken.

Thanks for the clarification, Peter.

If all the occupants of a F.B.L. adjacent to friendly units are broken, however, they must vacate the hex in the Rout Segment or be subject to elimination due to failure to rout. In both cases, the hex will be devoid of enemy units.

So, essentially, you cannot Advance into an enemy-occupied F.B.L.; is this correct?

Yes you can advanced into enemy occupied FBL but the enemy units in FBL must be all broken.
