Sys requirements

Contemplating buying the game but see it requires 2.4 Ghz. dxdiag says my system has 2.3e Ghz. Will the game run?

It should. I'm running it on an 11yo HP dv9000 laptop with only 1.73 ghz. On the really large scenario's it does take some time to process AI turns but nothing thats a game killer for me.
