You will notice in that scene the guy standing next to him has a bruised face and uniform color to indicate Japanese(framed in attack as damage to face), and technically Britain using operation Double Cross had already replaced German leadership in Germany with pro British Industrial monarch supporters at that time. So it was the Germans when you know that by that time Germans had realigned with British Monarchies in the coup against German socialist.
That is why Germany has a schizoid ww2 actions. Pre Barbarosa was the socialist, once the British got control back, they launched the standard attack against socialist and communist also why Patton was constantly slowed up, to make sure socialist Germans killed the maximum communist and vice versa. They also initiated round ups to remove socialist in Germany and used the standard blame the jews rift.
Interestingly that is why early ww2 German arguments were class warfare, and later ww2 propaganda out of Germany showed many British blond haired people and discussed everything from a race (monarchy, blood line) perspective, to really mess with socialist in Germany that knew the attack on Russia did not fit the ideology, also why Italian morale plummeted after that event.
Leaving Japan standing alone against an empire bent on world domination, against the British ideas of world domination. Where they honorably would not attack there friend and ally the USSR that had defeated and overthrown Russian monarchs in defense of ideas of rule by people.

You really are way behind on actual history, but it is actually true that Japan refusing to attack Russia (something operation double cross allowed for in Germany) led to them getting framed into the war of Monarchy against socialism and capitalism, with much harm and damage.
Really there is much more to it.
