I remember him not being available in scen two.. and now he is, do these in game personas go in and out of being available?

Gentlemen

The rank of officers is considered in TF command availability. Halsey will not be available to command a piddlin' little TF. Try a carrier TF or one with BBs.

Yeah It wouldn't let me put him in command of a light cruiser task force, i had to wait till the Wasp CV showed up before making a CV group with him in it. Now I have him in command of 9 battleships and ready to do some havoc!

I played around with this in the editor. To get him to take command of a TF I ended up making him a "type 4 TF Commander" vice a "type 1 Headquarters Commander". Works fine after that.
