Will troops that are low on supply attack a city?

Yes, but attacking isn't the problem, outcome is.

Lack of supply reduces the effectiveness of any attack and the recovery from that attack. You also need to remember that the supply requirements are what the unit needs for it's current state at the beginning of the turn. Changing a unit from defend to attcak will increase it's supply needs but it will not be reflected in it's seen requirements until the next turn.
