In .1126a version of AE, ships do not have to be able to dock to refuel at a level 4 or higher port. I guess that means a 'refueling point' set out in the harbour with buoys to tie up to and a hose or pipes running under the sea. Or perhaps that code abstracts harbour fueling barges that come up to the ship and fill the bunkers. It seems to deliver as much fuel as docking does.

Then someone put in the Yard Oilers (YO) into the game which represents the refueling capacity at the larger ports. More targets . . .
