Soviet Baltic fleet remains in German controlled Kronstadt

A German para unit captured Kronstadt but the Soviet naval unit remains in Kronstadt.
Shouldn't the naval unit have been forced to retreat to sea when the German unit captured the port?

Was it a frozen fleet when the port was taken?
They should have fled or been sunk.

The sea was and is ice free and we both have the latest version installed. The Soviet player cannot remove that fleet and it appears the only way to to do so is to sink it with air units. Definitely a bug.

Yes, I am reproducing. A paradrop on an hex containing a fleet is not planned by the engine. The fleet is not retreating.
