Naval Battle

I move my surface fleet next to the enemy. Right click takes no action. So I move some of my fleet away from it. During its turn, it moves an additional fleet with an overwhelming ratio. It looks like my fleet attacked from 2 hexes.

a) How to initiate a naval attack?
b) There is no coordinated attack in naval battle by holding the shift key. Did I miss something?

You just right click. If you are in deep sea you will miss very often as that is finding a needle in a haystack.

If the enemy is on the coast it will be a higher chance.

Also suggest you look at the rulebook. It can be found in the .....\WarPlan\Manuals.... depending where you installed it.

With Steam you can right click on the game name > Manage > Browse local files.
