Transport in Use

I move units by sea with complete embarkation and disembarkation.
How come I have transport in use?

Because they were used that turn. The same points can not be used twice in the same turn (because it would mean unlimited transport from port to port then).

How come it still in use?

On the display you have two numbers, one is the total of transport, the other, beside it, represents the ones been used (which means used right now or used during the turn at any point). So the difference is what is left, so therefore what can still be used that has not been used yet.

So all the necessary info is there. There can be no confusion.
