Clarification

The industrial number is 0.001 (1/1000).
1% of 1% should be 1/100 x 1/100 (1/10000).
Which is which?

The industrial number is the number x 0.001.
If the increase is 3%, the industrial number should be industrial=30 and not 3.

This is the formula....

1f + (strategicResource / 100f) + ((industrialModifier * Game.M.numOfGameTurnsPassed) / 10000f)) * politics.entryFloat

1% per strate resource
(1 + strategicResources / 100) + (industrialMod X PassedTurns) / 10000) X (entryLevel / 100)

The +3% modifies industrialMod variable above.

This is the best way to explain it.
It allows a smooth increase and effect similar to WW2 industry increasing.
