Is rest no good?

My unit is housed in urban at supply level of 9 under bad weather and far from battle fields. Still, it loses its effectiveness. What should I do to maintain its effectiveness?

Yes, rest is always good. But winter and even more so Blizzard comes with a readiness penalty at the start of the turn. So they recover by resting and then lose a fixed number for weather (or vice versa, not 100% sure). Winterised nations (USSR, Sweden, Finland and Norway IIRC) are not affected. So in Winter, Germans will might still lose readiness, in blizzard, it is for sure.

All numbers for recovery, winter penalties etc. are in the manual.
