In the unlikely event that Norway survives as an Allied nation, the UK is unable to send oil to Norway.

True...there is no connection from Norway to the UK...
This was found when the UK conquered them and do not get the 1 production point.

I suspect the require oil for their fleet...though figured that would fall under the UK.

Due to the limitations of the design of the game, which was my first one, creating a convoy is an exploit for the Germans.
