Iraq surrenders to UK without fall of Baghdad

The UK declares war on Iraq and UK units enter, but Iraq surrenders on the first turn of war declaration with the UK units not holding Baghdad or even close to it.
I have never seen this happen before. This is v.1.19

There is an AI event for this...they don't have to control Bagdad...just Date 5/31/41.

No it is a multiplayer game. And it is before May 1941.

Happened to me in my last games every time. Invade move in with a UK unit and Iraq surrenders without attacking Baghdad. Never happened before 1.19 so must be something there.

Yea it is. It is also set correctly.

Nothing changed in the scripts either.

it is also only Iraq doing it not Persia which is set up the same way.

Ok I figured it out. It had to do with the new $ChangeTerritory script making sure all Iraq oil fields were under German control. It was basically forcing Iraq to surrender.

I removed the capital as one of those hexes and it fixed the problem.

WP2 will have separate controllers for minor nations.
