Garrison Production Return

The manual says that putting a unit in Garrison mode returns 12% production. However when I tested this, I got the following numbers:

Putting a full strength Division into Garrison mode returns 8 PP, or 8/60 = 12.3% Production (12% would be 7.2 PP).
Putting a full strength Small Corps into Garrison mode returns 17 PP, or 17/120 = 14.2% Production (12% would be 14.4 PP).
Putting a full strength Large Corps into Garrison mode returns 26 PP, or 17/180 = 14.4% Production (12% would be 21.6 PP).

Is this working as intended and the manual is wrong or is the manual right and this is a bug?

Did some more testing as shown in the table below. As can be seen, the amount of PPs returned when placing a unit in Garrison mode is not 12% and instead is highly variable and not explainable by rounding issues.

Size - Unit size that was placed into Garrison Mode (Units are 1939 advancement, 6 PP/size)
Actual PP - Actual amount of returned Production for placing a unit of that size into Garrison mode.
Actual % - Percent of Production that was actually returned
Expected PP - Amount of production that would be returned if the percentage was 12% as stated in the manual.
Diff in PP - Difference between the Actual PP and Expected PP

I ran some more tests and found that the following equation truncated to 0 digits fits the data for both 1939 and 1944 advancements perfectly.

Size*Cost*0.1498 = PP Returned

Well it has to because there are no fractions in PPs.

It tries to get close but I have to round it in the game mechanics.

WP2 will have a different mechanic.
