Despite USSR and Finland is not at war, it is perfectly possible to ignore USSR ZOC to isolate units. And, of course, USSR cannot move after because they are not at war with Finland.

Is it really not possible to treat Karelia as a "country" that changes hand like Estonia for exemple? No need to draw a border on the map as it would look strange, but simply make it a country "under the map" and treat it as such for rules?

PS: another less elegant option could be to simply make the territory Soviet from start!

Sorry ncc1701e, I hadn't actually intended to do that to you. It's interesting it changes control even if in a ZOC. Something is very strange about Finland. :/

This is going to have to stay stuck for WP1. I have to change too much code to make this work which risks bugs and problems.
