Is there anything around that tells you how to use it ??

I asked the same thing and the answer was yes. It is in the same folder as the game manual.

WarPlan/Manuals/Scenario Modding and Creation. Both the editor and the modding manual need lots of work, but it's all there, just hard to find and to know what your looking for. Also Alvaro uses slightly different names and labels. It all makes sense to him, we just have to catch-up.

If you used the default install location it's here:
C:\Program Files (x86)\Matrix Games\WarPlan\Manuals\Scenario Modding and Creation.pdf
