How are Victory Points Calculated

I know you can display the VP hexes using the button for it on the top bar.
But how do you find out what the the VP is for each hex?
The only number on the hex is usually the Manpower number. Is it the number to use for VP calc?

I believe each hex is 1 point, and each turn you gain 1 point per VP hex you control.

I would have thought places like Berlin and Paris would have counted more. No wonder the VP goes up so slowly.

How about Nation Morale? Does it change when these type hexes are captured?
It looked like only events seem to affect the Italians much, like invasion of Italy.
