Reinforcement Cost Modifiers Question

Manual has Land units modifier of 60% of original cost for reinforcement ....

Curious as how this is applied ...
A land unit purchase in 39 will have a different cost than one in 43 ....
Is the 60% cost based on original purchase cost of each unit or its current "value" ?

current value. Cost more to reinforce higher tech.
