SOLVED - WPP V1.00.04 Beta 2 - Division in Caroline Islands

To contain the initial push of the Japanese in South Pacific, may I suggest to put these two Japanase divisions in garrison mode at the start of the Pacific 1941 scenario?

It would oblige the Japanese player to wait one turn before moving them because you can't invade if you are in garrison mode.
