SOLVED - WPP V1.00.04 Beta 2 - New naval rule icon for subs

As you have stated earlier:
New naval system rule with effectiveness loss at sea. It does NOT include submarines.

However, a sub stack is having the new naval rule icon. Just wonder if it counts or not.
If subs are not include, is it too much work to do an exception for sub stacks?
