Is there a way to edit the map and scenarios? I would like to add resources, factories and convoys. Thanks!

you can only add counters.

so you can add saved BP, synth plants, convoys.

if you have access to the debug tool

You can create your own scenarios and add even cities, resources, factories, units. Check the manuals, now I don´t remember the number of the volume, one or two, and there is a good explanation about how is coded. I have made two heavy modded "what if global war" and it is very funny and interesting.[;)]

but I tested the basic game, so I never had any reason to get into modding.

I would lie to see an editor where you can just bring up the map and edit it.

That would require an incredible amount of programming work and Steve has enough on his plate at the moment. Ain't going to happen.

The books have sufficient information to mod the map with cities ports resources factories etc and I am pretty lame.

What I would like to be able to mod are land unit bp costs especially for divisions. If anyone knows how to do that let me know.
