Using oil for reorganisation

In RAW each nation must use it's own oil for reorganisation.
You cannot use oil from co-operating major powers.

In MWIF this is not the case.
You can use oil from co-operating major powers.

Does anyone know why this decision was made?

This rule was changed in the 2008 annual. Thus MWIF follows the rules here as they are for WIF.
