MAR ARM Div cannot attack from island to island

Just checking if this is a bug...

I want a stack of MAR to attack Truk from an adjacent Island. The 2 MAR on the island are able to attack no problem; however, for some reason, the MAR ARM Div on the island cannot make the attack.

Is this a bug, or have I missed something in the rules? The game file is included... it is in the land declaration phase (I reloaded from this to save the game... I am rather further into the impulse and was surprised to find the MAR ARM was not in the attacks as I had thought).

As far as I know, the attack should be available and so, the allies able to select a blitz. But since the Div cannot even join the attack, I am stymied from the start.

Anyhow, the save is attached and the attack declared on Truk... without the ARM Div. Like I said, I cannot get it to join in no matter what.

No bug. In my humble opinion, that is. The rule say that they can invade. Not that they can act as marines.
