2 questions. Finno-Russian war is raging. Germany sent peacekeepers. The russians are breaking through along the coast. The finnish army is surrounded and the Germans are retreating towards Helsinki.

Question 1: Why are the Finns not out of supply? They are isolated but not out of supply according to the markers.

Question 2: The Germany HQ was shattered and the German unit was stacked with Mannerheim. It escaped sneakily. What are the rules for foreign troop commitment? Should it not be destroyed if it moves?

To your 2nd question: There is no FTC for German units in Finland, as Finland is a Minor country and FTC applies only in Major Power home countries on the same side.

I think the game understands that a unit Isolated is OOS per definition. So I guess MWIF uses only that marker for simplicity.

According to FTC rules you need an HQ to get the units into the country but not to stay there. I.e., after you use the HQ to get them inside Finland you could take it away whenever you want. This goes for any FTC situation.

However, in Finland, I believe you dont need an HQ at all, since the country is kinda "temporarily aligned" to Germany. I have sent units to Finland and Romania without HQ many times when I have denied the Borderlands.
