The "no units that require oil" message.

This one has caught me with Free France and my friend, with Italy. The message comes up and I click on through, not realizing that the message shows up whether I have oil dependent units or not, if I have no oil. Of course, when the box to access cooperating MP oil is clicked, I realize I do have units in need and I can now view them.

I think that the oil requiring units need to be visible whether I have oil or not. The message is too vague for the correlation between there been no oil and there being units in need of oil to be made.

Am I the only one who has experienced this difficulty?

No, you are not the only one, who realises this issue. I agree, the way the program handles/displays such a situation is neither intuitive nor well done. On the other hand, as you have discovered by yourself, after you encountered it once, you will know what to do and it is easy for you to remedy the situation. There are other issues to improve first, which are more serious and less easy to mitigate.
